يخضع تنظيم الحج لنظام الحصص الذي اعتمدته السعودية منذ 1987، لتوزيع الأعداد وفق قاعدة "حاج لكل ألف مسلم"، تجنباً للازدحام وضماناً للسلامة. داخل الدول، تُنظَّم قرعات وفق معايير تختلف بين بلد وآخر. ورغم الطابع التقني للنظام، تفرض السياسة أحياناً حضورها، كما في غياب الإيرانيين عام 2016 وتعقيدات مشاركة القطريين في 2017. ومع التوسعات المتواصلة، تتجه المملكة لرفع عدد الحجاج إلى خمسة ملايين بحلول 2030، ضمن رؤيتها لتطوير البنية والخدمات.
